Since being given the authorization by the National Energy Regulator at the end of March 2007, Petroline Holdings, the consortium made up of South African as well as Mozambican shareholders, has commenced work on its planned multi-product petrol and diesel fuel pipeline running from an existing coastal storage facility at Matola Harbour in Mozambique via Nelspruit to Kendal in Mpumalanga, South Africa. The refurbishment of the port at Matola is part of the project. Current market growth indicates a critical petrol and diesel shortage in Gauteng in the future and Petroline’s pipeline and storage facility will be able to satisfy a large portion of the future demands in South Africa by means of importation via Mozambique. This should result in the decrease of the pressure on liquid fuels imports on Durban Harbour and also support fuel imports to Mozambique and other Southern African neighbours. This project offers a great opportunity for regional co-operation and integration between South Africa and Mozambique and contribution to the upliftment of the SADC region at the same time strengthening the product supply security in South Africa. |
Environmental Impact Assessment |
Petroline are conducting five Environmental Impact Assessments; three for the South African and two for the Mozambican portions of the pipeline. In SA, The first relates to the pipeline from the border with Mozambique to a site near Kendal in Mpumalanga, the second relates to a storage facility in the Nelspruit area and the third relates to a storage facility in the Kendal area. In Mozambique, the first relates to the pipeline from an existing storage facility at Matola harbour to the Mozambican border with South Africa; the second relates to the upgrading of the existing storage facility in Matola. read more Petroline has appointed NBA as consultants to coordinate the Environmental Impact Assessment process on its behalf. SRK are to act as the Environmental Assessment Practitioners to conduct the EIA’s on Petroline’s behalf for the SA portion of the pipeline. Impacto is to act as the Environmental Assessment Practitioner on Petroline’s behalf for the Mozambican portion of the pipeline. Matrix PR is to undertake the Public Participation Process. The current progress for the South African portion of the pipeline system is that the Final EIA Report for the pipeline EIA is available, see below. The Final Scoping Report for the Nelspruit Area Storage Depot is available and the Draft EIA Report for the Kendal Area Storage facility is available for comment. Current progress for the Mozambican portion of the pipeline system is that the Final documents for the pipeline and Depot EIA have been submitted to MICOA.
